lw: I DL'ed a trial of PSP, but it's expired. Haha.

I did make a couple of sucktastic blinkies with it (along with an animation software trial), though.

You can also download The Gimp for Windows. It's the most popular image editing program for Linux and has been ported to Windows. It's totally free.
